While this is not a fix, you can force the sim to join an organization with MC Command Center. It is under MC Cheats > Cheat SimInfo > Expansions > University Cheats. It has lasted 1 restart.

    It seems like you can't do some organization activities as a teen (such as attend office hours, required to advance as a Brainiac, haven't tried the others) even if you use MC Cheats to join.
