Would like to bump this thread. I've gotten several Teens through University wondering where's the mystery option to join Organizations through conversation - finding this thread, it seems like this is an oversight.

    @lapras751 It's probably because graduating early wasn't an option before the High School Years expansion pack.
    Seems to be a running theme. A later pack adds stuff that breaks stuff from earlier packs.
