[OPEN] [HSY] NPC relationship questions targets active Sim instead of intended

This just began happening today.  I created a new game and new house. 

Family: Adult Male, Adult Female, Teen Girl, Teen Boy, Child Girl.

Child girl is being stalked and repeatedly propositioned by a townie Teen Girl. She's been asked to prom, asked to be girlfriend, asked to be best friends. It happens multiple times per in-game day.  Stalker teen has recently been mixing it up by asking the Adult Female mom the same things. 

Teens not part of the house hold have also been walking into the house uninvited during school hours. 

No mods, fully updated game.
