[OPEN] [HSY] NPC relationship questions targets active Sim instead of intended

I think it's a bug. It's where a random sim goes up to a toddler/child and asks them if they want to be best friends. It doesn't give very much friendship. the problem is that it also gives them a romance bar too. These are with teens and above. I've had this happen quite a bit. I've taken to saying no. I've only said yes twice. Both times it happened. I in fact exited without saving in both situations.
