@roberta591 Hello, sorry I'm a little confused by your reply. Sims are not supposed to be able to marry or propose to another sim unless both are young adults or older, I do not have any mods installed. The adult sim that asked the child sim to marry them was an NPC/unplayed sim.
@MiaxMercury I agree with you but researching your question I found this issue confusing. as there is no simple answer. I do know a recent patch allowed for incest but I think that has been fixed (maybe). I read about arranged marriages, same sex marriages. eloping and more it gets complicated. Some say you have to be adults and others say you have to be young adults. Some of this most be new as I had to age up a teen once. How old is the child? Rumor has it that Sims 5 is going to raise the ESRB rating - rumor has it. If the child is a teen then it is a bug (or should be) but if the child is a young adult - maybe not a bug.
