I'm having this issue as well. My sim went wading in Sulani as a toddler, and now even as a child, almost a teen he is still getting "sudden chill" at least several times a day as he goes about his daily life.

First of all, thanks for your separate reports on this after the update and for making us aware that this is not only happening to Sims that had a Kava party.
Our team is continuing to investigate, but we have had issues reproducing this bug. If you still see this happening in your game and you don't mind providing us with save files, that would indeed help our team a lot!
