If anyone has this issue there is a fix for it. You cannot for whatever reason place down the open water ladders and dock community vehicles there. You have to place the "community water scooter docking point & ladder" and "community canoe docking point & ladder" they will create one water vehicle per dock placed near the dock post everytime the lot is offically visited and loaded in. They cost zero §. They can be found by selecting beach items under objects by function if the lot type is a beach. Only these two docks will show up because the §160 dock is not meant for community vehicle use. If you just need a boat for a one time thing, enter the community lot in live mode with all your sims, enter build mode, place boats down, and just have fun. Any boat placed this way will be deleted upon offically revisiting that lot and it loading in.
