[OPEN] Interaction menu delay on sims and computer while game run fine

What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? Click on the computer and wait for the pop up panel to appear
What happens when the bug occurs? There is a huge lag between when you click on the computer and when the menu pops up. Time freezes and sometimes the menu pops up and disappears. It really ruins the smoothness of the game and is very frustrating. This has been going on in varying degrees for months.
What do you expect to see? the computer menu should load quickly after clicking on the computer
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

Using the computer is a slow and frustrating process and the computer is so integral so to many parts of the game. I'm playing on a MSI - GS Series 17.3" Gaming Laptop - Intel Core i7 - 32GB - NVIDIA GeForce RTX 2080 Max-Q - 1TB Solid-State Drive so I do not believe the issue is my computer. I've also seen people complain about this on other forums as well.
