This has happened only very occasionally and the couple in question is long gone, but I have created a test save for you with two non-married lovers in the household "Test Couple" in Willow Creek. Here is the link:
If you like, you can also use this save to test the retail restocking problem. Just go to the shop "Mystic Antiques Store" in Windenburg.

The interaction shows up when the sims are not at their home lot.
For the record, it's still happening. As someone else said, it's not game breaking but it's a weird thing for couples to say to one another.
I don't think this is a bug. It's been happening since the base game. They just forgot to remove the interaction between couples living together so it pops up even if their living together.
