These situations REALLY should NOT happen. NPC's should put out fires on their own lots and if it isn't your own lot that is on fire you should be allowed to travel home, especially if you are a child sim.
I'd probably let whatever happens, happen...then revert back to an older save. This is why I have a few saves I cycle through of any given family. Something terrible happens that is out of my control and I can just go back as if it never happened.
