[OPEN] [PEK] Cannot use birthday cake when placed on stand

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Latest version - Party Essentials Pre-patch
What expansions, game packs, and stuff packs do you have installed? All Dlc
Steps: How can we find the bug ourselves? Place a cake onto the cake stand, try to place candles on it
What happens when the bug occurs? Sim cannot use the cake to place candles or age up when on the cake stand. Keeps saying 'Must be placed in the center of a table or counter' even though it is in the center of the table, just on the stand. 
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Kinda defeats the whole purpose of even using the cake stand to put a cake on if you cant even put candles on it / use it to age a sim up.
