[OPEN] Removed traits still cause moodlets (no cheats used)

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.46.18.120
What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? Have a trait like loner and replace it with a different trait with the re-traiting potion.
What happens when the bug occurs? The traits affect that was replaced with the re-traiting potion still lingers after it was replaced. Such as Romantic sims still getting the tense debuff from not flirting or loner sims keeping the solitude buff.
What do you expect to see? The previous traits affects should no longer affect the sim once they are replaced.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I figured this old problem would have been fixed with the added Re-traiting potion but this problem still exists.

    I have a child (born and raised in-game, not from the gallery) just aged up from toddler a sim day ago, and she has a moodlet for the Grouch trait. Never had it. I picked Genius when she aged up, and that's the only trait she's ever had. I haven't even gone to CAS with her as a child. 

    It's an old save brought back to life when I wanted to rebirth a favourite sim from ages ago. Maybe that's relevant. The bug is on a sim born recently, however.

    Still happening.

    Former Creative Sim gets tense for being "uncreative".

    @ashleena123 Sims get their old hair back in the shower, removed traits still apply. Looks like they broke a lot of code that they were gone for 3 months.

    A Sim who does not have the Grouch trait gets a negative moodlet about Sims being kind to him.

    No Sim in the household has the Grouch trait. During Kava party Sims were doing friendly interactions. My played Sim got a moodlet of being very sick and disgusted (uncomfortable +40) by other Sims' kindness from having a grouch trait. His traits are cheerful, nosy, lovebug, family oriented and domestic. This Sim was created in CAS as a young adult. Domestic is a reward trait. Nosy is a discovered trait.
