I didn't see an issue for this when looking through the forums so if it's out there and I missed it, I'm sorry. Screen shots included.
This is the first time I've played sims 4 in a couple months and forgot about this problem. Anyway, on the second floor of my house when I put siding or wallpaper on my walls, it goes directly through to the other side of the wall. Meaning when I put siding on the outside of my house it's also applied to the inside of the wall. I've tried covering the inside wall with a different wall covering but it does the same thing only in reverse. I've tried everything I can think of to make it work including deleting my entire second floor and rebuilding. I don't know what the problem is but it seems to only happen on the second floor. If anyone knows what the problem is or has a fix, please let me know.

I believe I have had this issue before when the room doesn't register as a complete room, like one wall is just a standalone wall by itself.
If you tear down the walls and rebuild it as a complete room (like the room is selectable and you can remove the ceiling and such) does the issue persist?

I tore down the whole room and started again. I built it completely disconnected from the rest of the house and it still happened. After I posted this, though I decided to just stretch one of the existing rooms then add walls to separate it into different rooms and that worked fine. I'm just wondering if this can actually be fixed so I don't have to do it that way.

I have seen this before when a roof wall is involved. Please take a look at this thread and see if that might be your issue. If not, or if you're not sure, please add a picture that includes your roofing.
