Steps: How can we find the bug ourselves? 1. Place down a rounded room or floor. 2. Create a ceiling if it doesn't have already. 3. Paint the ceiling. 4. Place a new floor above it, or create a room above it. The floor above has to also have a rounded corner that is the same size as the one below. Essentially just copy paste the ground room/porch above.
What happens when the bug occurs? The rounded corners of the ceiling are white and cannot be painted. Doing so only causes the floor tiles in the rounded corner below to change.
What do you expect to see? The whole ceiling should be painted, rounded corners included, just like it is when you do not have an upper floor.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The most recent patch from July 19th 2023, which added paintable ceilings in to the game.
Example (taken in the base game lot "Parkshore" in Willow Creek):
I was not able to paint that corner.
One on the right has a floor above it.
One of the left does not.

Steps: How can we find the bug ourselves?: Make a round room, copy it to make the upper floor, and put the pattern on the ceiling of the lower floor.
What happens when the bug occurs?: If there is a room of the same shape above, the corner ceiling of the round room will miss the pattern placed on the ceiling
What do you expect to see?: Even if there is an upper floor, the ceiling of the lower floor displays the pattern normally.

Did this issue appear after a specific patch or change you made to your system?: After Update 07/18/2023
See followings:
Remove the upper floor of the round room.
Then put the pattern on the ceiling.
The image below is when the pattern is placed on the ceiling (left) and when the pattern is placed on the ceiling as seen from the room (right)
In this state, when the upper floor is returned, the pattern of the round part disappears.
