@crinrictAurora-Damaris I have the same Problem everytime when the event/holiday starts and I am not on my residential lot. For example I am at the police station, vet, etc. while the holidays start and go home then, there are no gnomes and they don`t turn up until the next holiday one year later when I am actually at home with my sims.
I just had my first Thanksgiving in Sulani and the gnomes appeared normally, even on a water lot.
