[OPEN] [S] No random Gnomes on holidays

How often does the bug occur? Rarely (0% - 9%)
What is your current game version number? current version, I don't know in game at moment and can't look it up.
What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Apparently, in the Fall Season for a holiday with a tradition of Gnomes, like the Harvest Festival Holiday, the Gnomes don't spawn in Shuni. I don't know if it is the same everywhere in Shuni, this is the first time I had the harvest festival while playing in Shuni. The Gnomes should spawn even in a tropical region.
What happens when the bug occurs? The Same as above. Note: I haven't checked the other worlds since Shuni so I don't know if its just Shuni.
What do you expect to see? The Gnomes should spawn even in a tropical region.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Pretty munch what I said up above, but I haven't checked the other worlds, I just know that the gnomes don't spawn in Shuni where I am at, during the Fall when the Gnome tradition comes up during a Fall Holiday.
