I am having the same issue. Game won't save in San M. I was trying to change the apartment lot where the Band family lives. Janko I think is the name.
The problem is for me the experimental direct X 11 trial. When I removed the direct X 11 comment and the game defaulted back to Direct x 9, the issue went away. will be staying with Direct X 9.
