Steps: How can we find the bug ourselves? Make any sim (new or existing) move into 2-4-1 Wakabamori (empty lot) in Mt. Komorebi
What happens when the bug occurs? The lot has an automatic electricity rate of change of -36.37, even when there is literally nothing on the lot and it has off-the-grid
What do you expect to see? A lot with no electrical appliances should have a 0 rate of change for electricity
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I don't know if a specific patch added this, as this is the first time I've lived on this lot. I am doing a rags-to-riches challenge and am using the off-the-grid lot trait (now lot challenge) and I have been getting power bills every week despite having no electronic appliances, a windmill, and a solar panel. Moving to an empty lot in Newcrest showed a rate of change of 0, but I don't want to kick anybody out, bulldoze an existing home, or live in a different world. I wanted to be sure it wasn't an issue with my save file, so I made a completely new sim and the same thing happened- there is a rate of change of -36.37 for power despite there being nothing on the lot other than the mailbox. I have not tested the bug on other lots in the game other than 2-4-1 Wakabamori (the problem lot) and a random empty lot in Newcrest.
