@crinrict Really?! You are so lucky! 😃 Please, could we trade? I take any bug you wanna get rid of in your game in exchange of this pause moving bug, hehe. 😉 Even the big gamechangers with their high end computers had this bug in their videos, and many on the english and german forums had it.

I'm still seeing this issue as well. Its especially visible when you have several sims talking to eachother, as they naturally turn their attention to more than one sim.
Windows 10

OS = WIN 10
CPU = 8700k@4.7GHz MCE
GPU = RTX2080Ti
Still getting the heads slooowly turning after pausing game, don't think my system is too weak for the Sims 4 to handle pauses correctly.
What appears to be the issue is when sims are already turning their heads to look at something (during conversation etc) - the pause command gets issued by me over here at the keyboard, but game continues to allow the sim to keep turning -just their head- and finish their head movement they already had queued by game.

Thanks to all for posting spec. I don't see anything in common and since it's also console, spec might after all be rather irrelevant.
Going to leave this to Maxis to figure out why it's still there and thanks all for the info.
