The bubble is fixed yes. There's nothing that says that it is supposed to give an energized moodlet. It gives a "Smooth sipping" moodlet. Maybe ask a simguru because I don't know if it's supposed to give another buff.

Ok so if it's suppose to give an energized buff I guess it's only half fixed. Maybe change the title of the bug then and open the bug.
The empty bubble might just be connected to the 'normal' missing text issue. I'll change the title.
