This one has been an ongoing issue for at least a year if not two I think. Bins in the world (off-lot, like just on the side of a road for instance) can't be rummaged. It's only ever possible when you actually see someone put trash in them. Then it'll work like it should. There's really no point in having those bins around the neighbourhoods because they are used Very Rarely therefore there's hardly ever anything to rummage. Basically you have to have some trash in your inventory so you can throw it away yourself and then rummage through it but it feels dumb to do it that way. It makes all kinds of rags to riches type gameplay harder. The only way really is to rummage the Eco lifestyle dumpsters but you'll then have to manually place them everywhere and it feels kinda cheating at that point. We want to explore the worlds and find stuff "on our own", I'm sure you get what I mean.
I actually thought that this isn't a bug but a feature! I started playing The Sims 4 in 2020 and I have never been able to rummage the community lot trash cans (I don't own Eco Lifestyle). I have only always seen that grey text "there's no trash to rummage" and just ignored it and wondered why the option is even there when it's never possible to do. Only now this thread informed me that it actually should be an option and that it's a bug. So, thanks for the information I guess!
