Steps: How can we find the bug ourselves? Have a Vampire Sim learn Supernatural Speed. Choose option "vampirically run here" at a long distance.
What happens when the bug occurs? Sim runs normally. (slow with no effects)
What do you expect to see? Sim runs vampirically. (fast with vampire effects)
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Sim will run vampirically at low distances but will not run vampirically at medium to high distances.
