I've found a temporal solution to this, I noticed that my occult sims both vampires and werewolves are able to use super speed outside houses when they have a "sad" moodlet. So I've forced sad moodlets on sims to test this on different save files and it works.

    @Velfoz Thanks for the info I hope it will help other players to enjoy their occults or maybe will help the devs if they decide to fix this bug in this century lol
