[OPEN] [W] Packs don't repopulate new members/no leader

@Avanthalas I haven't played that far but I agree that this will be a problem if you make an non-immortal Sim the pack leader and that one dies

I def would like to see some auto-adding to packs, even if it's just through Neighborhood stories.
