Steps: How can we find the bug ourselves? Attempt to "Tell a group story... ghost story" at night.
What happens when the bug occurs? All Sims involved with the interaction stand around, the storyteller never begins their animation or interaction, and the interaction must be canceled or they'll wait around indefinitely.
What do you expect to see? The storyteller plays their interaction, a ghost spawns on the lot and (presumably) spooks the Sims.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
I'm guessing this has something to do with the ghost not spawning properly. So the sims are all "waiting" for the conditions of the interaction to be met (everyone gathers and the ghost spawns), and keep waiting indefinitely.
