I have tested on both DX 11 and DX 9
Removed the command line from the shortcut and had Direct X 9 selected in the Game Options. Makes no difference unfortunately.
What is totally weird is that the texture it seems to use is cover art for some random packs and not the moment that was captured.
I checked the screenshots folder and the correct picture displays.

Did you paint then with DX11 installed and then switched back and they were still black or did you also try painting with DX9 ?
I did some testing and I can only duplicate it going black in DX11. Back to DX9 it's fine.

I have done the test now with DX9 enabled, and made sure that the DX 11 command line is not on the shortcut
You will see in the one screenshot, the painting is painted fine, it's a bowl of fruit
The second shows the corrupted painting after exiting and choosing to save on Exit and reloading the save
Now I have tested this with no mods whatsoever, as well as with mods. As well as with a new save/Sim, just cheated her a level 10 painting skill. I have also asked another player to test for me, and she had the same issue of paintings turning black. And I have seen the same "Stuff pack" paint from reference on another post somewhere.
Same thing happens, and it definitely did not happen before the latest patch. I have done lots of paintings from reference in another save, that for obvious reasons, I do not want to go into and let those paintings corrupt.
Sometimes it turns the painting black, other times it corrupts as can be seen in the screenshot, other times, it seems to be using stuff/game/expansion pack cover art, which I have no idea why it is doing that or even where it is referencing from as my screenshots folder is definitely only screenshots that I clear out on the regular
