Paparazzi following Sims with no fame

What happens when the bug occurs? Paparazzi swarm the lot and follow a non famous sim
What do you expect to see? Paparazzi following celebrity Sims

Did this issue appear after a specific patch or change you made to your system? After most recent patch
Started a brand new household and when I travel to community lots, paparazzi appear and follow my sim around. This sim is not famous,opted out of fame, is brand new so no rep or relationships, he's not even in any GF careers or lots. No celebrity lots visited either. I've also noticed paparazzi following random Sims around community lots, like the bartenders at bars. Interaction with the paparazzi Sims include the typical options like bribe to leave or fight etc.
On PS, no mods.
