Placing residential over community lot doesn't change lot type properly

@Genevieve4 Going to merge this with the onsen thread as it seems now to occur for all commercial lots. Same symptoms though although onsen still is a bit special.

    @crinrict Ah I appreciate, I was looking and couldn't find anything related to the bug in the list.

    The thing can easily corrupt save files, so its kind of scary thing tbh ☹️

      @Genevieve4 For the time being I would manually set lots to the type you want, bulldoze them and then place a lot from the gallery.

      There's a few related issue (this has been going on for a while) as per my first post.
