Plumbite Pier photoboot and rides not working

What expansions, game packs, and stuff packs do you have installed? All Expansion Packs. Outdoor Retreat, Spa Day, Dine Out, Vampires, Parenthood, Jungle Adventure, Dream Home Decorator, Werewolves. Spooky Stuff, Movie Hangout, Romantic Garden, Kids Room, Backyard Stuff, Vintage Glamour, Bowling Night, Toddler Stuff, Laundry Day, Moschino, Tiny Living, Nifty Knitting, Paranormal. Little Campers, Moonlight Chic, Industrial Loft, Country Kitchen, Blooming Rooms, Throwback Fit and Incheon Arrivals.
Steps: How can we find the bug ourselves? Invite sims from other household to current lot (one close to Plumbite Pier), add sim to group, try Take Photo with... or Ride With... actions on the photoboot or ride, the sims will not do the actions.
What happens when the bug occurs? Sim will do the can't reach animation with the can't reach thought bubble over their head.
What do you expect to see? Sims able to perform this actions with other sims that aren't in the current household.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I disabled my mods before trying.
I tried to reset debug my sim, the sim that I invited and the photoboot and rides.
The sims were able to mess around in the photoboot.
The actions can be performed between sims in the same household.
