Possible Bug: Adults can't read to children

The option for adults to read to children will not appear in any form. Iv'e completed Whiz Kid and the family aspirations many times so I do know how this is supposed to work but the option won't eve...

I'm planning to test both options. This was a fresh save when the issue popped up, So I don't have an outrageous amount of time invested in it. I also plan to make a new family just to test a separate household. I think the fact that I merged my character made family into a Maxis pre loaded one may be behind some of the wonkiness that I've had with this particular game. I'll test further and update with any results.
