I have the same problem. Im on PS4. My library was saying it was full a few days ago. I went and deleted a ton of the maxis builds and a few of my own larger ones. I had to restart my game, but afterward had no problem saving new lots. That's when I noticed my library had apparently been wiped of all my saved and created content. This same thing happened when my library last hit it's max sometime in 2021. I'm absolutely appauled this is still a problem years later and the sims team doesn't care to fix it. What's the point in playing the game if I can't save my lots?
