I had this same issue. I think it was specific to that certain sim. I was able to fix the issue by cheating the medium skill down to level four and then back up to level five again using testing cheats. Haven't played very long with the pack though so not sure if it's just the one sim, or some issue with it not unlocking when you level up the skill normally. Other sims I tested with I just cheated their medium skill up to level five to start with.
Thanks! This worked for me. I used MS Command Center to cheat his skill down to 4 and then I cheated it back to 5. Now I can do seance circles! :D
