In January 2024, after installing the latest patch or kits, I got the same issue:
A non-occult sim with medium skill level 5 working as a paranormal investigator "suddenly" became unable to create seance circles, i.e., the option not showing when clicking on the sim or the ground). Based on the replies in this thread, I suggest the following as it worked for me:
1) Open the cheat bar.
2) Write stats.set_skill_level Minor_Medium 4, press enter.
3) Shift + right click on the affected the sim, pick Reset sim (debug).*
4) Write stats.set_skill_level Minor_Medium 5, press enter.
56) Click on sim or ground and create a seance circle!
* Necessary for the for the second skill cheat to work.
PS. When this issue occured, the spectors disappeard on the paranormal investigator gigs as well.
