Could you try adjusting the margins in-game for your TV and let me know if the scroll bar appears for you then? It looks like the margins may be a bit too wide currently.
You can find this setting under Game Options-> Other-> Adjust Margins. Let me know how this works for you!
Im not sure where you're seeing too wide margins? Nothing is being cut off such as the filter box, house icon in top left etc.
I did double check to ensure the margins were correct though and they are. As previously stated, this happens on and off during build mode, im not sure how the margins would be adjusting themselves or how i wouldn't notice other areas stretching and no longer fitting on screen.
