Random attacks against Sims in Windenburg

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.51.77.1020
What expansions, game packs, and stuff packs do you have installed? Base game, Spa day, Get Together
Steps: How can we find the bug ourselves? Play in Windenburg on the promenade area. I was having my sim spouse painting the other sim spouse, and it was the sim who was not painting (just standing there) that got attacked (random male sim attacked my female sim).
What happens when the bug occurs? I wanted to know if it's a bug in my game- where my sims (who are just out enjoying a nice night) suddenly get attacked and beat up by other sims (in Windenburg, on the promenade area). It's happened three times now. This isn't a provoked thing (like the awful 'start a fight' interaction), it's out of nowhere... Which, for people who have PTSD (have been attacked irl) and are trying to have a nice, calm, happy game experience, can be really horrible (and not really something good to teach people as 'fun', or 'funny' to attack other people). Anyway... hoping it's just a bug to get fixed, rather than a serious issue to address. Thanks
What do you expect to see? No attacks.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

    There are a couple of things that could cause this that I can think of:

    1. The "Neighborhood Brawl" holiday.

    2. The "Roughhousing Encouraged" Neighborhood Action Plan.

    If you have Eco Lifestyle and it's not the Neighborhood Brawl holiday, you might have that NAP active.  If you have testing cheats enabled you can cheat to remove it by shift-clicking the mailbox.  If you don't, you can get it repealed through gameplay.

    I have had this in my game as well in the past. My sim was just hanging around in Windenburg when he randomly got attacked twice without any provocation. I always thought it was a bug...

    @lipsticknlatte It's something they coded into the game (sadly). Mine happened well before (and after) the Eco Lifestyle pack, and without Seasons installed as well. I'd love to see it removed.

    @InfiniteVerve Wow, I feel lucky I managed to avoid encountering this until now then (when my sim just got attacked by 2 strangers while reading a book on a bench in front of their house). It just seems...really arbitrary, since it doesn't seem to be based on anything in the sim's relationships or personalities. I definitely think this needs to be revised if not removed, but since this seems to be a quite old "problem" I don't have much hope :/

    @SimGuruRitzy honestly, EA needs to just fix this. It's been too long already. More save files aren't what you need. Serious action is needed.

    I am horrified by the sims in Wittenburg, a German-themed town. Having lived in Germany a third of my life, I can say for a fact this would not happen there. They would be horrified by this and tell you in no uncertain terms what you're doing wrong by allowing this.

    In the last IRL three days of playing, my sim has just stopped whatever he's doing and run out to the street and attacked total strangers for no reason at all. NAP is not in effect, no club issues as I haven't wanted to deal with it.

    Having heard the stories on this and other threads, it's an embarrassment your game is allowing this and everyone at EA and Maxis should be mortified their game is showing people this behavior. Since the threads about this problem go back 3.5 years at this point that I've seen, EA and Maxis are more interested in making money with more content than fixing this issue. Your game is making money off of the bully culture.

    Shameful.

    @SimGuruRitzy it's coded into the windenburg actions. There was a post explaining the exact coding line which I can try and find (unless it was deleted, or archived).

    Yes, unfortunately this is written in the code:

    The brawl situation is defined as "situation_autonomous_OpenStreet_brawl" and you'll notice that the moodlet applied when sims are added to the situation is buff_NPC_VeryAngry. They'll head straight for your active sims and immediately assault them even while they're engaged in other activities, then follow and assault them again.
