@LonaBoom Did they just share the conversation or did they get an actual group symbol above their heads ?
No symbol above their hands but they became part of the group.

Is this just about everyone getting the same drinks that makes them a group ?
Group conversations are normal as soon as Sims start chatting with each other so if that's what you mean by group, then that's not a bug.
Usually if they don't have a group symbol they are not a group you can do things together with.- @crinrict

After my sims arrived at the bar, they weren't talking to anyone just standing there looking at each other until I had one of the sims from the household order a drink for them all and that's when the random sims standing near the bartender started sitting down receiving the same drink as my sims without ordering anything.
