This has happened a couple of times when I have my sim travel. She is in University and I had her travel back to her parents' house. I did not choose to have anyone else travel with her. When she got there, some random sim she didn't even know (the dialogue options were to introduce herself) was with her.
This happened again when I had my sim go to ThriftTea. Random other townie was in her group and traveled with her. Did not have any relationship with my sim and had introduction dialogue options. I do have CC and a handful of mods installed, but I've never had this happen before.
Edit: Perhaps I was not specific enough. I choose to travel with no other sims when going to a location, but when I get there, there are other sims in my GROUP. I have the option to do things "together" with my "group" which was randomly formed. These sims have the group icon above their head, the little grey hexagon. I did not invite these randoms to the location. They are not townies doing their own thing, they are grouped with my sim.
It is normal for random sims to walk the streets, visit parks, public places and so on.

This isn't at all what I mean. There is an option to add other sims to your GROUP to travel with before you go somewhere.
I opt for no other sims to be in my GROUP. When I get to a location, there are other sims with me. I then have the option to do things "together" with these sims that I DO NOT KNOW, yet they are paired with my sim. I don't mean the random townies everywhere else. They are not in my sim's group. There is also a dialogue pop up at the top that says something like "Saw you were heading out, where are we going?" I don't want sims being in a group with my sim when I have her go places, especially to a family member's home. They end up inviting themselves inside and it is irritating.

Do they have the group icon over their head? If so this must be caused by a mod you have installed and you need to figure out which one.

Hi there
I wonder if someone in your sims's group of sims has relationship to that following sim? And the following sims may have "family-oriented" traits.
I have encountered this phenomenon before when one of my sims was living in a DU pack dormitory.
When this happens, try breaking up the group, regrouping, and moving to a different location. Repeat that and they will go away.
It's tedious, but I think this is the only way to solve it without using mods or cheats so far. (I don't use mods, so I don't know if there is a mods to resolve.)

That was mostly for Sims from the same household/friends being grouped together by default though
Please do make sure it's not a mod causing it for you tough.
