I'd like to update: it does not do it every time. It hasn't done it since. I still wonder why it happened though and I don't want it to happen again.

    It's happening to me. I never installed mods or cc in my game. How did you fix it?

    This has happened to me every single time my Green Technician gets promoted to a choice to choose a branch.

    Under electronics and Misc, it should be unlocked at Level 2 of the Civil Designer Career.
