From what I understand, the topic of this discussion is EXTREMELY connected to this other one.
TOOL is just a mod that allows us to place objects outside the world. But what is happening with these objects outside the world is a problem in the game, since it is something that is happening even with objects that can be placed in the world without the help of mods.
And as mentioned, the problem is also related to apartments, not just those at For Rent, but at San Myshuno as well.
@SimsTime Some fixate on the TOOL mod, but I'm not sure about that is the (only?) culprit.
I experience this problem, and yes, I use mods. I don't use the TOOL mod though. - Had the mod at some point years ago, but I never used it to place any objects in the world at all, and deleted the mod shortly after.
This all happens in a world I started to play/build in recently, With a rental residential.
My problem seem to have stopped developing after I made a repair of the game, and removed the localthumbcache file (As I normally do after repairs/modchanges).The objects, which got stuck originally, are still visible, and still not clickable/deletable though.

As Compulsivian and SimsTime are saying, yes, it's a global issue for appartment lots and residential rentals, which share some similarities in some way (multiple "units" in one lot, so I guess there are things in common in the ways the game handles that). I'm convinced the issue linked above has exactly the same root cause.
I talked about TOOL in my last post, but it's only one of the multiple ways we can get objects in the world, but this issue is for everyone, as there are many ways objects can end-up in the world through regular gameplays without mods (console players can also face this issue).
We need to know if the Sims team plans on tackeling this issue and if that's the case, how it will affect saves already affected by this issue as without a proper fix, they might be ruined forever with those undeletable objects littered everywhere. It really impacts my ability to play my regular saves as I have no visibility on the possible impacts this issue will have in the long term.

I think is same issue too. No matter is apartament, or TOOL or something. EA change placed objects from memory (sky) and all items has no place to "hide"
e.g in Henford-on-Bagley i have unclickable objects from chicken competition on main square all the time.
I made new save but I don't play anymore.... (and buy another pack with bugs)

@Compulsivian I was playing with a family living in one of the original apartments in San Myshuno when I decided to use the TOOL Mod to place 3 boxes of fireworks outside the apartment, in a public area. The idea was to make the boxes float in the air so the fireworks would go up really high.
The problem is that I encountered that odd bug that was making objects in the world shoot way up into the sky, and the fireworks boxes disappeared. I thought I had deleted them, but no, they had just been taken far away because of the bug.
Recently, the latest game update 'fixed' the bug that was sending things into the sky, but not completely. Apparently, some items weren’t deleted, and they fell back to the ground. One of these was a fireworks box I had placed with TOOL, which was fully clickable before but now has no actions!
TOOL isn’t the cause of the issue, but objects placed in public areas with it were also affected by this whole problem.

Omg, new world, new save same bugs.
Levitaning books can not to delete by shift+click and bike stuck and undeletable also
Zero TOOLS...
