What you've described is how the game works and always has. For selling anything to count towards that milestone for a sim, it must be sold by that sim, as the various aspiration milestones are tracked individually by sim. If one sim sells something, via directly like off the easel with a sim active or through a sim's inventory, it will only count for that one sim. Selling it while in build mode doesn't count for the milestones because there isn't an active sim while you are there. So, the game doesn't know which sim to give any credit for the sale to. All that happens is that the household funds are increased by the value of the item sold. To count toward the milestone, you must be in live mode.
Hope this helps.
