From your pic, it looks like you are building the stairs from the bottom up instead of from the top down. The stairs will take out a fence at the upper end for the landing, but won't do that at the lower landing. I think it has always been this way. The bottom landing can't anything blocking it for the stair to place. It has to have that tile free. The order in which you do things does matter at times and this is one of them.
Although, it is hard to see exactly what is going on here due to the lighting and no floor tiles. I also see another stair under the red one. It would also be helpful to a couple of more views and have a shot directly overhead from the floor above.
