I've made a roll back yesterday on my save... I guess my problem was placing the lot from from the gallery in neighborhood view,... the requirements for that lot ( lounge lot) got somewhat "confused" by the residential i set in that place. From now on I will enter in the lot, bulldoze it and place the one I want... I could try recreate the problem to see what it triggers... but Im not able to solve it without a roll back

Update: This nasty bug is still around. I haven't come up with a way to fix it. I don't have Get to Work so I can't buy lots as "Retail". I bulldozed a residential lot in Windenburg and replaced it with an Art Gallery. The lot was switched to generic. It doesn't matter what type of lot I try to place there the "Generic" tag stays. I now have what amounts to an unusable lot right in the middle of Windenburg. I've tried placing a residential lot again and having a Sim move in, then move them out. Doesn't work. I tried placing a commercial type lot and move a Sim there. Same result. The evil "Generic" tag stays no matter what.
Could you upload your save somewhere ? That would be helpful.
