With cheats turned on, you should now be able to modify NPCs in Create a Sim by shift clicking on them and choosing "Modify in CAS".

Fixed in Patch 1.30.103

    You can now edit NPC sims but the make happy cheat still doesn't work for NPC sims instead it just works on the active sim you're using.
