Your graphic card is a bit weak. What are your graphic settings?
Also your graphics drivers are extremely old try upgrading them.

Everything on Ultra and High. I've got the Post Processing Effects option off. I tested it in Low and Medium Settings as well, but it's still the same.

I updated my graphics card drivers to the latest available version (sorry, it took me some time), but the problem persists.
Edit: I'm attaching the new DxDiag file underneath. Thank you so much for the help so far!
Second edit: There is a problem. I run the new drivers exe. file and it said that they were updated but in the DxDiag file it still mentions my old ones (I think).

Maybe you have the MTS Arena program installed? In one case it unfortunately interfered with the TS4 graphics in a similar way.

I haven't installed such a program. I fear that my graphics card is weak and the drivers outdated (I can't find ones more recent than 2011). 😞
This issue isn't just lower-end graphics cards. This happens in my game *sometimes* as well and I have an NVidia GeForce GTX 1080 TI with 32G RAM..
