My sim lives in an apartment, however I saw on another forum that it can be a bug and if you quit your sims job & start from the beginning again you get promoted. I did this and it worked

Progressing in the Law Career will now unlock Promotions appropriately. Keep up the good work!Fixed in Patch 1.73.48/ 1.40
