This is the result of a power saving NAP being in effect in your neighborhood. Invest in windmills/solar panels or repeal the NAP.

I am having this issue too. It only seems to affect apartments and it is tied to the prank calls added to the game with Eco, not to NAPs or not paying the bills. You get a call claiming the Landgraab power company is going to shut off your power due to squirrels. If you click the wrong option your power is turned off. It is supposed to last 48 hours, but the power never comes back on. If you exit the game and come back in, the power is restored, but only temporarily. If your Sims leave the lot and come back, the power is gone again.

I have even tried moving my Sims out, bulldozing the apartment and restoring it with a save from the gallery, but the power is gone when they move back in. 

This just happened to me. My sims are in a house not apartment. 😟 I hope this isn't bugged on my end, I'm stating to like the house they live in. 

I had this issue as well.  It was diving me crazy as I also have Dust the Bust kit and had several fires as a result of having no power to operate my vacuum!  It took a few days to realize there was a bug.  Thank you for the suggestion of deleting the mailbox.  After playing for several days and leaving the house, everything is back to normal.  I'm just not answering the phone anymore :/

There are two different issues in this thread. I answered the one involving a NAP. Your issue is different read suggestions in this thread on how to possibly solve your issue. I suggest you start with the posting made by simvasion.

My solution remained to load a previous save of my game. Nothing else worked.
Fortunately in the last few months, I haven't had that stupid call again, but I will definitely try staying in the lot if it happens.
My problem was that on that occasion, my Sim was at work selling books in her bookstore.
This somehow caused the bug.

This is still happening. I got the squirrel message and now my sims lose power off and on. Especially if one of them leaves the lot. The power seems to come and go at random. I will look for a pattern. 

Changing out my mailbox seems to be working for the moment. I was also getting last exceptions from MC Command Center each time I loaded the lot. That has stopped since changing out the mailbox. 

It’s still happening. I can’t delete the mailbox on an apartment building even with the move objects cheat. Idk what else to do

LOL what a random fix thanks, everytime i get that call i google to remember which one not to click. Who wouldve thought the mailbox would effect it
