No mods at all. New update. 

I got to a lot. Once a celebrity shows up, random Sims start showing up as celebrities. It will turn on and off. And it's not really predictable who gets it and when. 

These sims can be interacted with normally. Your own sims can get affected, and not have have any fame. When I did play around with this, I did install the updated MCCC, there are no buffs for celebrity. The Sims are missing the celebrity tag (the ones who are not real celebrities) This will then persist across the entire world for the rest of the save. 

Orchid a Go Go is an easy place to spot this.

    Same issue for me, again these sims are not actually celebs they just register a fame level when moused over in public.

    I found a very manual solution, which was shift click on the sim in question> pack cheats> EP06 get famous> public image - then increase celeb level (option to decrease will be greyed out because their actual level will likely be 0) and then repeat process but decrease the celeb level back to 0.

    I do not like the idea of doing this for every sim I see with this issue so here's hoping for a fix.

    Also having this same issue. I was googling to see if anyone else ran into this. I started a new game as to not mess up my older saves due to the aging bug. I went to a cafe and EVERYONE, other than fans, are "Notable Newcomers"... even the animals! I have no idea why this is happening but this has got to be due to the recent patch. I never had this issue before. Didn't have this issue before the patch yesterday.

    All of mine are Global Superstars but with no perks or celebrity levels. Yes, even the pets.

    My game has no script mods. I run with "sims begin opted out of fame".
