What expansions, game packs, and stuff packs do you have installed? backyard stuff, city living, dine out, discover university, get famous, get to work, get together, growing together, high school years, holiday celebration pack, outdoor retreat, parenthood, romantic garden stuff, seasons, toddler stuff, moschino stuff, spooky stuff, kids room stuff
Steps: How can we find the bug ourselves? Have a toddler get to level 4 movement skill (learn to run)
What happens when the bug occurs? Toddler does not receive the learned to run milestone. the interaction "run" is available so the toddler did learn to run
What do you expect to see? I expect the toddler to get the milestone.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral / Not sure

The toddler has maxed out the movement skill and did not get the maxed movement skill milestone either.

This toddler also stated with bonus skill from being a top notch infant but i don't remember what level.

The milestones also unlocked 2 levels ahead. learn to Walk at level 3, learned to climb stairs at level 4, learned to dance at level 5
