Hope this will help with the boy situation

The game is generating too many of either gender, which is the problem, so your sims are having the opposite gender to balance the population.
Go into the unplayed households of household management, and delete all the single sims of the opposing gender. (My sims were only having boys so I deleted all the single females) Then I went into a male household and gave him like 6 brothers, to add on to the male population.
FINALLY, my sim had a girl!

    I've heard (not sure) that it depends on the time of day the baby was conceived which determains if it's a boy or a girl.

    That's pretty significant and I'm a little confused by the language you used.

    Does it determine the gender 100% or does it merely increase the chances?  If it's to do with time of day then isn't it important that we know which time of day produces which gender of child?

    I don't know if it's true. Someone tweeted me the first half of the day is girls the other half is boys but I forget which is which.

    Something is off with this theory though cause my daughter just had triplets in her game and they were 1 girl and 2 boys.
