Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.53.115.1220
What expansions, game packs, and stuff packs do you have installed? All expansion packs are owned. Vampires, dine out, spa day, and outdoor retreat are owned. Laundry day, vintage glamour stuff, romantic garden stuff, and cool kitchen stuff are owned.
Steps: How can we find the bug ourselves? Either edit an existing household with a teen mermaid or plan outfits with a household with a teen mermaid that was born to two mermaid parents. Or make the teen mermaid swim.
What happens when the bug occurs? The teen mermaid is missing their tale when you try to edit their mermaid form. Or there is no tail when they swim.
What do you expect to see? I expect to see a mermaid tail.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The most recent update that was released July 16th 2019.

I recently aged up my twin mermaid sims into teens that were born to mermaid parents. When I went into CAS to edit their mermaid form their mermaid tale was not showing up. I deleted my mods and CC and restarted my game but the same thing keeps happening.

    Do they have the mermaid icon in their CAS @Jodi_Yvonne ?  What about in live mode- do their needs icon reflect that they are mermaids?  There is a known issue where certain mermaids the game autogenerates are lacking a key trait that gives them their tail, here's the link to that thread, and from recent replies to that thread shows that this thread is almost certainly going to be added to it, but I don't know how to do so.

    From there, my next thing I would suggest to fix it is to feed the sims in question the mermaid kelp three times (twice to remove the trait, once to add it back) if they do show off that they're mermaids with everything except the tail showing up.  It might 'reset' the sim and add the missing trait- which is the culprit in this case, I think.

    @Jodi_Yvonne I merged your post with existing thread. It seems that off-springs as well as randomly generated mermaids are missing a key trait.

    As you're not opposed to mods, could you please download the SimsInfo mod from MTS and check if your Sim has the trait mentioned in the first post.

    If not, just add it via cheat.
